can you change federation type?

Im planning a new run as friendly xenophiles, i want to make a trade league but id need the diplomacy tradition and the mercantile tradition, and its hard not to pick discovery first. Can i make a crappy default federation then get the mercantile traditions later and convert it?

Yes but it will revert the level of the federation back to level one.
