As for why they need to expand - theoretically a bulwark vassal would be surrounding important areas of your empire (if not your entire empire) to make use of their defensive bonuses.

Yes. They're at 100% war exhaustion and I'm at 4%. There's also a massive disparity in fleet power which gives me a +50 base.

Go capture your Bulwarks claims, moment you do that if what you say is true the enemy will surrender immediately and you will get your new 2 allies.
