Can I stop my bulwark from making claims?
My bulwark keeps spamming claims everywhere, making conventional and vassalization wars much harder to win due to the malus to acceptance imposed by the literally dozens of claims my bulwark has on my main enemy and its vassals/federation members. Is there some way I can stop this?

I gave them limited diplomacy, which seems to stop them from declaring war independently, but I can only "regulate" expansion, not prohibit it, so the bulwark just barfs out claims onto any system it can reach.

Why do they even need to be able to expand?

Mmm, making claims on your enemy (which are usually neighbouring systems) wouldn't impact heavily your ability to win wars. Since if you're going for vassalization wars a full victory requires full occupation of the empire anyway. And if not, you can just force status quo once they reach 100% regardless of claim occupation.

As for why they need to expand - theoretically a bulwark vassal would be surrounding important areas of your empire (if not your entire empire) to make use of their defensive bonuses.

It does though. You get a malus to enemy acceptance of your war goals while you're claiming "unoccupied planets/systems." I don't have any claims in the current war, which is an allegiance war to get two new vassals, but my bulwark has a ton. And for some reason I get penalized for them.

It's like a -200 penalty. Without it I could make them accept my goals rn.

Two new vassals in a war? Is that some new war type from the new vassal mechanics? Because vassalisation is a single target war, and if you want to vassalize an empire you have to fully occupy it or you'll just create a smaller splinter empire.

Yes, I know how it works in vanilla. Obviously I'm talking about the new DLC. If multiple vassals of another empire swear "secret fealty" to you then when you beat their overlord, you get all of them.

Yes. They're at 100% war exhaustion and I'm at 4%. There's also a massive disparity in fleet power which gives me a +50 base.

research vassals are all you want. With good enough loyalty gain you don't have to give them resource and they can give you all sorts of. Best thing though is to give them the minimum base resource to get the maximum research boost

Exhaustion has nothing to do with acceptance. Only for forcing a status quo.

I mean if he was at 100% exhaustion and the status quo forced then he would of wasted the entire war because you can't get the 2 Secret Fealty companions from Status Quo victory.

So it would of been a complete waste of time to do the war as he can't get anything from Status Quo since he has 0 claims.

Go capture your Bulwarks claims, moment you do that if what you say is true the enemy will surrender immediately and you will get your new 2 allies.
