The Grand Herald's return?

Okay-okay, I know it's all RNG when it comes to Stellaris, but it's been like a year since I've seen the site pop up. Was it temp removed from the game because I sure do remember the 7-9k fleet power you could get right at the beginning of the game, (used to spawn quite often). Am I just really unlucky or was it removed for a while?

I had a TW empire in multiplayer that got wiped by it when I completed the site. they nearly won but then i got it

It should be effect create_archeological_site = site_grand_herald

If you want to be "right" about the placement it should be done on an arid world.
