is this game crossplay?

don't think so. iirc the console version is even a few patches behind?

they only need the basegame to enjoy all your DLC if you want to all play on PC though.

I use steam and played with a friend who was using playstation. You just need to select Cross-Store in the Paradox Menu

No. There is currently no crossplay between Console and PC, nor between PlayStation and Xbox.

This is not accurate. There is no crossplay between PC and the PlayStation Console. The crossplay in the launcher allows Steam players to play with players who bought the game on GoG/Microsoft Store. These people are still playing on PC.
