That is interesting, there should be no government or ethics change when you ascend like that. No mods?
It should indicate which civics or government type is incompatible with current ethics. Ex. I went fanatic authoritarian as a megacorp but it made megacorp incompatible and I had to shift my ethics or give up megacorp.
I didnt do any changes I was criminal empire with the 2 merc enclave civic to kidna roleplay mercenary underworld if youd like to call it that way.
It happened after a war to humiliate my attacker that I won.
