it says it's per strata and it kinda looked like it filled up rulers first.
But if there are vacant jobs in the rulers for example, you can switch existing ruler pops around by prioritizing a job.
It also helps to specialize planets, so building more jobs there doesn't change the job distribution too much.
With the overall lower growth it's manageable without much micro, just build 2 districts everywhere every other decade.
does indeed seem the way to go is to only ever build buildings/districts is when there is unemployed pops. despite building spot open popup.
It happens very often, that in some planets i want to fill 2 job types, but whenever I click one it empties the other, very annoying.
IE: In a new planet I might want to fill up the metalurgist or researcher slots, so, instead of emptying something else, it will move telepaths over to that job making crime rise and losing the total output bonuses for the planet.
Set the planet specialisation and give the gouvernors a dime.
