Never mind. I figured it out. You HAVE to wipe out their forces in their forbidden system. That causes their entire empire to collapse making surveying and annexation possible. I am now in the process of doing both.
I thought their systems worked the same as other empires. Simply defeat their forces, bathe their planets and annex their systems one by one. Hopefully I'll remember this the next game I get them. I am so use to getting The Contingency all the time. LOL!
In fact all 4 outcomes are part of the Grey Tempest time line.
First you just have the Grey Tempest rampaging about.
After thousands of years, the Grey Tempest realises it can't get out and tries to do something else, like emulating it's creators.
Each world how ever starts to develop it's own conciousness and eventually each of them turn into an L-drake.
After a long time after the L-drakes roam about and sometimes fight each other, eventually only one remains. Which end up being Grey (who you can recruit) who being bored out of it's mind, has long periods of hybernation.
