Does anyone have any idea as to what this achievement is about?

Dude, I literally googled "Stellaris Rock Beats Paper Achievement". That's it. It is the second link in the first page.

Sorry if pointing out how easy it is to find what you're searching for makes an ass out of me.

Stop being an ass DLC just came out and there is still no information on the Internet about many new achievements, only empty blanks without descriptions.
Even from the description in Wiki it is not clear what you should do.
"The strongly worded letter event will happen at the start of the next decade if in breach of the galactic law." What is this supposed to mean anyway? I broke the Space amoeba protection law when I played Lithoids, received a notification that I should change my policy and that's it, ended up with a bunch of debuffs and didn't get the achievement

I got it when I was breaching galactic law and they sent envoys to tell me politely to stop.

One swift click of the "execute the envoys" choice and I got the achievement!

Was searching around and same as the OP, no decent entries for it. Top entries on a search only yield garbage describing the same thing the achievement description says.

These were the correct answer, but it was missing on important detail. In order to have the option to execute the envoys you must have some degree of xenophobe in your government.

Lucky for me I was able to mess with the faction tools and shift from fanatic military authoritarian to military authoritarian xenophobe.

So regarding ethics, there is a few rules.
1. Ethics opposite of other ethic 1 point in swap over the center easy.
2. Ethics two points in opposite of desired ethic will reduce in one point and distribute that point to another ethic. This is less controllable and you might need 2 or 3 more ethic swaps after ward. It is better to reduce a fanatic ethic and get a random one than to try and boost the one you want and lose potentially an ethic you wanted.
3. Ethics attract based on the same factors that determine followers from what I recall.
