Report a translation problem
To create a fleet either select a group of ships &/or fleets and click the "Merge" button (top-leftmost button in the fleet window, looks like a ship with another partial ship to the right of it), or go to the Fleet Manager (open the "More" menu, right of the tech menu, then click "Fleet Manager" at the bottom of the menu) to create a fleet from scratch. Once in Fleet Manager you click "Create New", then click each type of ship that you want to add to the fleet (in the right panel), then increment the count (middle panel) of each ship type until the desired number is reached, and finally click the "Reinforce" button (leftmost button to the right and below the text "New Fleet", looks like two counterpointing diagonal arrows to the front left of a ship) to actually build the ships (and thus the fleet).
The game handles this automatically. Ships that are nearly destroyed will attempt to withdraw themselves. After the battle, the winner's ships will return to the fleet, and the loser's ships will return to their base after a period of being missing. Ships that fail to withdraw are destroyed.
If you wanted to try to micromanage it this way you could, but I'm not sure the results would be any better than letting it happen automatically. Manually retreating triggers a missing period even if you win the fight, meaning your "fleet" of fleets will get split up. Also, ships that you retreat manually have a chance to be lost during emergency FTL, even if they were not on the verge of desctruction, so you might end up actually increasing your losses.
