Another problem is that civs that are below modern age often seem to get world war events - meaning they start wars that often end with them nuking themselves into radio-active sludge.
Then of course you have the fact that less scrupulous empires can either subjugate them via observation station or just flat out invade/bomb/purge them. That takes care of yet more. Finally there's the problem of them getting immediately declared on and subjugated once they reach space age - after all they spawn as 1 planet empire with 3 corvettes surrounded by empires with potentially hundreds of years of head start and with no defensive pacts/guarantee of independence to shield them.
There should really be something like the Galactic UN that forms once most empires know one another and where you can impose such things as the prime directive or a period of grace for newly appearing empires to get protectorate / guarantee status from someone before they are free for all.
