Late Starts and Advanced Starts
Is there anyway to set up later starts for new empires like you can set up the advanced starts? I like the idea of there being primitive empires alongside the advanced empires

There are primitive empires in the galaxy, ranging from stone age to early space age. You can control how common they are with a slider at galaxy creation.

How often do they reach space?

Not very often unless you have a lot of them. Part of that is due to the variance in technology level: if a healthy number of them spawn as stone age civs, that really skews the rate of "ascending" primitives down by a lot.

Another problem is that civs that are below modern age often seem to get world war events - meaning they start wars that often end with them nuking themselves into radio-active sludge.

Then of course you have the fact that less scrupulous empires can either subjugate them via observation station or just flat out invade/bomb/purge them. That takes care of yet more. Finally there's the problem of them getting immediately declared on and subjugated once they reach space age - after all they spawn as 1 planet empire with 3 corvettes surrounded by empires with potentially hundreds of years of head start and with no defensive pacts/guarantee of independence to shield them.

There should really be something like the Galactic UN that forms once most empires know one another and where you can impose such things as the prime directive or a period of grace for newly appearing empires to get protectorate / guarantee status from someone before they are free for all.

I think a type of fallen empire tries to protect people from being purged and will run some sort of conservation project. You gain favour with them by giving them a pop of your empire when they ask for a sample for conservation purposes. If you purge other people then they will probably stomp you into the dirt (and keep your 1 pop for conservation purposes :P)
