That used to be the case. Now days its not.
Outside of the unbidden that can be triggered early by dangerous tech its now a random roll what crisis will spawn (unless you set it otherwise in the game setup). Note however that the unbidden has a slightly lower roll chance in said random roll then the other two (perhaps to balance out the fact that it can be triggered early).

One of my 3.3 games went fine until 2400, then BOOM robot uprisings, war in heavens, Contingency, corrupted guardians Fallen Empire. 20 years later the galaxy was a smoldering ruin :D
