also taking part in federation have some cost, you must dedicate envoy and pay influence and most important part is paying world that can be used to produce much much more resources than your federation can provide bonuses.
Other than AI wars, is there any actual downside for being in any federation(Assuming cohesion is not completely ded)?
Yeah, at least on the current patch they tend to work against you (even when in a 'friendly' Federation). They'll be fixing that in the next patch that comes out in less than 2 weeks, at least to some extent.

yes they will hate you as much as some genocidal empire for voting down free migration.
after that, they will constantly cause troubles and in case of non hegemony federation will leave and break federation.
and penalty will be here after that.
Oh that sounds like an odd bug both in the modifiers and voting frequency.
I haven't played in a few months, the Expansion announcement got me re-interested and this is my first game in 3.3 so I wanted to check out if Federations are worth it, guess i'll stay away from them till a patch.
Can't I roll back to a previous version to continue a run?
Well if I "Value" the current run, I can finish it before moving on to the new stuff, sure!
