Making claims
OK, so I just cant seem to make a claim. I have been up and down these forums and every thread just says 'open diplomacy screen, click make claims, then pay influence to make the claim. When I do this there is nothing to select, no claims available, ever, whether im at war, at peace, or what. Its not my race or politics. My race is unrestricted war policy, fanatical militant, no pacifist or the other two that prevent it.

OK, I get the diplomacy screen/make claim/pay influence. The question is how do I make systems appear in the make claims screen, it's always blank. What could prevent me from having any claims to make. Again, adjacent neighbor, making claims on me, im unrestricted war, no claims available to chose from

please list everything you have to select inside "diplomacy screen"

if you play genocidal empire you won't have claims for obvious reasons.
I've never done this from the diplomacy screen. The left toolbar should have looks to be a picture of three hexegons with plus signs in each. You should, if you're in the correct place, be on the full star map, with areas you can capture from your neighbors have a green hexegon around the star system with you to wish, or a grey hexegon if you cannot afford the price/cannot take them. From there there should be a blank list which has the button to claim at the bottom

The list of claims will start out as empty, that is normal. That empty box is the list of claims you have already made. You add to that list by clicking the green hexegon's on the map, which will add their names to the blank box. If your allies also have a claim on it, you can increase your own claim on that system using the + and - buttons on that list(putting it below 1 removes it)

You just open the claims screen, and select the systems you want to claim and as long as you can pay the influence cost then you can finalize your claims.

I don't understand. You say you pay influence, but also say you don't see anything to claim?

Thank you, finally. So follow up, what determines green box or grey box around the star. What do I do to get stars to be claimable? Last night i was playing fanatical militaristic, unrestricted war and empire gov, I was declared war on, had around 400 influence, and didnt see any claimable star systems. It was early in the game, but I just couldnt claim anything, had to do humiliate war goal.

Im familiar with Paradox games, including EU4 where you build spy network, then when it's high enough level you make the claim. It's just not clear anywhere I've looked what actually makes a star system claimable, or how I can do things to make that happen for a system I want.

Hover over the icon and the tooltip will tell you.

Usually it's because you just can't afford it. Claims cost more the further away from your territory the system is.

For the first question It as simple as Ryika said: If you hover your curser over the hexegon you'll get a tooltip for how much influence you need to take it. As for the wargoal: Once you add the claims to the list you have to confirm is with the "claim" button at the bottom of the box(I believe it's at the bottom of the box anyway, im going off memory). Then everything in that list will gain a blue hexegon on the star map. Once they are marked like that you can run the claim wargoal for every territory you have claimed.

Keep in mind if will be for EVERY claim you have on the target, including ones your allies take if they are involved, and things that might be a stretch. you cant war for a very specific set of claims, it's all or nothing

Claims are always considered regardless of wargoal though.
You can technically war for only some claims. You just declare a status quo with only those claims taken.

Fair enough but you then have to wait for status quo. I honestly forget if that works for vassalage to. Guess I'll find out on the 12th

You don't have to wait. A status quo is always quicker than the time it'd take to occupy every claim. What about vassalage?
I just forget if you only take half an empire and get status quoe is the unclaimed land you took becomes a new vassal

As long as that land includes at least one colony yes.

Same problem, can only make claims by building bases in a system.

That's not the same problem. Claims in the scope of expanding into neutral territory have been like that since 2.0 4 or 5 years ago.
