What empire benefits the most from the Baol precursor?
The Zroni is only habitable planets, is there a rule for the Baol?
What does the Baol relic do?

The Baol relic increase pop growth slightly and allows you to instantly transform a planet into a Gaia planet on a 3600 day cooldown, said planet also gains a few pre-sapient pops you can eat or whatever. It's fairly useful to most biological empires.

literally any biological empire benefits massively. Going bio ascension with Baol gives silly pop growth.

Any empire benefits, even Machine Empires as they can still make use of the +10% productivity modifier.

Its really good for your mining or farm planets, the rest become ecus.

there is wiki that have all information about everything in game, you can read it.

any empire with expection of determinated exterminators can get benefits from baol.

exterminators do not get any benefits as they can't keep organic pops "alive" and must purge them.

Any rush civs because you can go full alloy and sell artifacts to keep econ alive.

Its gaia transformation also works on tomb worlds.

Four pop of Baol, not pre-sapient, but fully functional pop. However, the template cannot be changed unless with genetic ascensions. For a synthetic empire that still keeps organic pops for increased growth speed. Baol is a very good relic.

The Baol isn't very good for Aquatic species that wants to go Hydrocentric.
As you rather want ocean worlds, though Gaia worlds would also work fine for you.

It's great for the life seeded origin, since you can only colonise gaia worlds and the baol terraforms worlds into gaia's

Hmm, perhaps it's because every time I managed to get Baol I was playing a hivemind or fanatic xenophobe or something, I only remember using them as livestock. Could have sworn they were presapient but I guess I was wrong.
