any empire with expection of determinated exterminators can get benefits from baol.
exterminators do not get any benefits as they can't keep organic pops "alive" and must purge them.
Four pop of Baol, not pre-sapient, but fully functional pop. However, the template cannot be changed unless with genetic ascensions. For a synthetic empire that still keeps organic pops for increased growth speed. Baol is a very good relic.
As you rather want ocean worlds, though Gaia worlds would also work fine for you.
Hmm, perhaps it's because every time I managed to get Baol I was playing a hivemind or fanatic xenophobe or something, I only remember using them as livestock. Could have sworn they were presapient but I guess I was wrong.
