Does the DLC ever go on sale?
I want to get some of the DLC - namely Utopia - but I also don't want to spend twenty dollars on a DLC. Do they ever go on sale on Steam?

The most ideal price for a game is to both sell it at a high price and a low price. The truth is that a system that takes advantage of both price ranges is more competitive not just because they let everyone of different price ranges buy the game, but also differing economies are all monetised from. However selling at different rates actively by you is a pr disaster waiting to happen. That why it always has to be someone else selling at the lower rate.

They already do. Apparently it's simply not enough according to some residents in those regions.

I didn't understand you very well, could it be more objective? What I meant was the following, for those who live in North America and use the currency as the dollar, it may seem that the DLCs are cheap, so I commented saying about "whoever receives in dollar, will spend in dollar". Unfortunately not all world economies don't work like that, for many who live in countries that have a good economy, they find it unfair to have to see a country with a low economy pay cheaper for the game, but this is absolutely wrong, because the game is also expensive, but not to develop it, which will earn you a handful of dollars. He can choose not to sell his game to these countries or put the price at full price, as many suggest, but as long as he does, he won't sell more than a hundred units. So I want to avoid talking about politics and economics, but I wanted to say that the full game is not cheap.

Your not wrong there the game plus all dlc is quite pricey. And only expected to get more expensive with more added dlc. All I'm trying to get at is that, that 200 dollar can be split over several month of saving. I mean... if your working on pennies you probably don't have internet.

They go on Sale regularly [2-4 times a year] except for the latest DLC's [latest large expansion or latest species expansion]. You can easily get the older ones at a 50% discount and newer ones at 33% discount. Put the DLC you want on your wish list and you will be notified when it is on sale. Usually, the Sale coincides with a new DLC release and the now-no-longer-latest DLC might be on Sale for the first time.

Yes, you may also want to look on humblebundle and other sites, they put stuff on sales regulary

To get a discount of 50% it takes at least 2 years after the release
shortly after release there will be no sales for an dlc for at least a half year, after that it usually starts on around 10-15% ,
