Despicable Neutrals aplenty
I don't know why this is happening to my games lately but it appears that almost every single xeno I come across are these horrible little neutrals and I have been playing with no mods that alters ethics or traits, and its disturbing how many of them show up in each game.

Despicable Neutrals are not supposed to show up at all, it's a fallback personality.

If you see them all the time, then that's almost certainly a mod issue.

I have the same problem and idk what to do anymore. as NONE of my mods affects personality
