A do you have mods enabled if so what are they
B do you have your gateway spawn chance turned off in the pregame setup
C if either of the above arent the problem have you tried an uninstall/reinstall and/or a verify cache
However if you zoom to far out on the galaxy map it will not show you Gateways and other mega structures. So you need to keep a medium zoom and slowly pan across the galaxy.
I know certain things won't trigger and show on the map until those conditions are met, the chances are on discovery of the first L gate you'll likely see those systems show up outside the galaxy.

yeah, I know that we have 1st of April Today, but really. They have some 20 fleets, each around 30k as far as I remember and contact with them is limited (like with FE - but they only talk about themselves with very few details and asking too many questions may lead to war).
the last time i had a chance to go into the L cluster it was empty, almost barren of resources aside from a lot of exotic resources that can be harvested.
I think - didn't make notes - but in my recent games I had two cases with empty L-cluster and two with "prank" empire. Which is funny, becaue before I always had Tempest there, I think in every single attempt.
However, what we find in the cluster and what we can do with it, depends on those outcomes, on random, and whether we are the first opener.
