Titan ship
Why is the AI able to build ships like the Titan class and other things like dyson spheres when I don't even own the dlcs for these kinds of things?

Same reason the AI is allowed to pick civics and origins you don't have access to. Also spy missions you can't use.

All "DLC's"(and their mechanics/most of the mechanics) are already "loaded" in the game, just locked behind the paywall, AI can bypass the restrictions. Players can also "semi bypass" by doing random empire, with haves a chance to add DLC civics you dont own,

Titans for awakened fallen empires, perhaps, but Dyson Spheres? Either a pink elephant, or a DLC I don't own and that overrides some of the DLC ownership tests. Or a mod.*

It would be nice that OP communicates on activated DLCs, and AI empires that builds spheres, not ringworlds.

Got no of the DLCs only the base game. A fallen empire started building a dyson shpere in space they took from me when the war broke out. Now I have that reoccupied but can't do anything with the building site except that it seems to cost me 5 energy xD

A screenshot would really help. If bug is confirmed, then you could post on the Paradox forum along with a save game.

But the AI can use all the DLC content, so the AI can use civics and origins that are locked behind DLC even if you don't own them
So the game has all the DLC content already in it, you just can't use it unless you pay for it
