casus belli ?
im confuse even if i play a lot eu4
i approch an alien nation and in the diplomatic panel if i click to declare war it it open a new panel and the conquer claim sayng i have no casus belli that you normaly do in eu4 whit spy network but here i dont see the way to make a claim

when you look in their systems you can claim it down by their flag. or there's a claims option in diplomacy(i think) where you can tick systems on the galaxy map and confirm them at one time.

there's also humilliate which you get against rivals, ideology wars, end threat(total wars vs genocidal empires), subjugation wars which you get by demanding vassalization and total wars via owning a colossus.

(edit) oh, once a war starts you need to fight for your war goals. the % shown in the bottom right is how long the sides involved are willing to fight not how close they are to winning. once that hits 100% the other side can force status quo after 2 years. status quo will result in each side gaining whatever systems they currently control and have claims on.

For conquest you need to put claims first. It is better to declare rival before claiming, because you got decreased cost in that case.

You can't claim if you are pacifist, genocidal empire, or facing a genocidal empire. As pacifist you can only claim, if you are waging defensive war.

Whatever wargoal you got in case of winning you get all claimed territory. In case of status quo you get all claimed, and occupied territory. Total war is special case.

Impose idology creates a new empire, if at least one system with planet occupied, or alters the target empire's ethos, if it surrenders. New empire also gains claim on old empire's territory. So if you wage war again the all territory of the old empire will join the new one.

Humiliate: You get 100 influence, and enemy gets -33% influence gain for 10 years.

Despolitalisation: You get energy+minerals. Or maybe more. Not used in the new system yet.

Subjugation: Target empire becomes your subject, or in case of status quo new empire created, if you occupy at least one system with planets. Similar to impose idology.

Total war: Can be used, if empire has colossus, or if genocider. No need for claims. Any conquered system instantly "switch sides". In case of surrender target empire entirely gets taken over by the other.
