So how do I get psionics?
Is there some randomness factor involved, or can I get it by following the right technology path?

Research cards follow a simi random system.
Some things make getting some research cards easier.
For example spiritualist have a big chance of getting psionics where materlialists wont get it unless having someone with psionic trait working as researcher.

Base: 32.5
Modifiers

2x if scientist trait is Leader trait maniacal.png maniacal.
2x if Fanatic Spiritualist.png fanatic spiritualist.
8x if scientist expertise is Psionics.png psionics.
2x if any owned pop is Trait psionic species.png Psionic.
1.25x if any owned pop is Trait psionic species.png Latent Psionic and not Trait psionic species.png Psionic.
0.5x If not a degree of Spiritualist.png spiritualist.

Psionic theory is a rare tech, with its chances of appearing being boosted by being spiritualist, impossible for materialists unless you get a psionic expertise scientist (event or rare level up), or somehow getting psionic pops (migration treaties).

Chances are increased if you're Fanatic Spiritualist and your scientist is maniacal.

Note that the resulting number is NOT any sort of percentage chance for it to appear. The tech system works sort of like the NBA draft lottery and that number determines how many ping-pong balls go in the bin. A similar calculation is made for every eligible society tech, all the balls are tossed in the hopper, and 3/4/5 are picked.
