Becoming the Custodian
Had a quick question, does anyone know when the Galactic Custodian resolutions pop up? Another AI empire has become the crisis but I have yet to see the "Nominate Galactic Custodian" resolutions. Does it require that I be on the council in order to see them? Or has my game been bugged for a long time now, as I haven't seen them pop up on any of my playthroughs. No mods, appreciate any answers that people can provide me.

I tried to nominate another AI player but it turns out you have to both be on the council and can only nominate yourself.

But as long as any crisis is going on then everyone will vote for you so that's how I got it despite being third place in Diplomatic Weight at the time.
