There will be many people that will say it is a waste to your people but it has worked for me and when you're on a planet that is at 60% habitability that 5 % really helps.

13 planets and 700 pops is fine for endgame.
Later on you can make artificial planets like ring worlds and habitats.
For better undestanding: Are these free people or slaves? How many species does your empire have?
There are other bigger reasons too though, such as planet habitability, individual pop happiness or unemployment. Pops creating a tiny amount of crime simply for existing rarely manages to become a problem by itself.
Unfortunately, one of the op empires completely wiped me out lol. I had no resources and couldn't build ships fast enough (or strong enough) to prevent the attack. I said I was in year 2480 but that was incorrect. I was in year 2448 lol. I lost by 2498. 50 years and my entire empire collapsed on itself and I was completely dominated by the ai lol. I had fun tho.
I'll take everyone's feedback into my next run and hopefully I can manage colonies better and be able to right back.
