Harvesting dark matter as crisis
Is there any other way to get dark matter besides building star bases on destroyed systems and black hole observatories?

Yes you can buy them from market if your not one of the genocidal style empire starts. And occasionally you will find sources of it throughout the galaxy... at least that I'm aware.

Kill VLUUR in your space. Since it gives 100 dark matter on the kill, plus spawns dark matter deposits on planets in the system that he dies in.

But mostly blowing up stars

Yes, at some point you will get a tech, which allows you to directly build mining stations with construction ships on them.

There should be a few systems, Usually black hole systems, that produce dark matter naturally. If you don't have control of one of those, then yes these suggestions above are the only way. You as the crisis are expected to destroy systems and harvest it.
