Beyond that, you just need 2 more more species living on a planet and that planet can produce hybrid pops.
Yep, got the ascension perk and I have three different species on a planet, been around twenty years and no hybrids yet. Is it mostly just luck?
Also, both species being the same species class increase hybrid chance.
On side note, if there is a "modified" specie for any reason you could end up creating a new specie rather than a sub one. Which is why I tend NOT to gene mod or modify anything until sub-specie hybrid is produced. (This include Clone army descendant, OUCH! )

Just opening the population window was a major pain.
And that's before Xeno-compatibility enabled!
