New Event: Express Mail/Rift Time Loop

I just encountered a new event in game fairly early (20-30 yrs into the game). The first event is called "express mail", where your team receive a note denoting what to research and where to allocate your scientists for 10 years. As a spiritualist empire my choices are (1) sending it back to capital, which grants 10% research speed at the cost of -5% unity, and (2) destroy the note, which grants 100 influence.
I chose to send back and after 10 years an event called "xxx rift" (could not remember) showed up, which says that a rift appeared in my capital, at the exact time when the time on the note ends. The only option is to send the note back, thereby closing the loop. This gives a "closed loop" empire modifier, which gives +10% unity for 10 years.

Game is unmodded and this is very interesting. I wonder if I get to study the rift should I be materialist.

I have gotten that a couple of times, but I could never figure out how to get the "close the loop, or dont" achievement.
