The only easy way to do it to focus heavily on Empire Size Reduction effects, which usually means a very small empire with lots of planet ascensions. Stacking all the empire size reduction effects may work, too, but that's also a very specific type of empire that essentially requires you to be(come) a Fanatic Pacifist.
It's intended that you go over the cap, the cap just exists to smooth out the cost of edicts during the early game
