Establishing an Embassy?

So i keep hitting it. They keep accepting. And then the next Second it says i can ask to "Establish an Embassy" Again? Is it supposed to stay? it's every game, and every time. I figure if it is then it may be a mod i need to disable?

yeah, there are several diplomatic options that seem to be bugged in some cases. I had this issue several times as well - but it does not happen in every game.

It's a dumb AI quirk, insult them next time so they won't bother you for a time.

Otherwise you'll need to use an envoy if you want to get relations at a certain level or you can wipe them out completely.

That bug has been around for quite a long time. If you initiate Establish Embassy then somehow it doesn't stick, at least not in all cases, but if the AI initiates then it does stick. So you just have to improve the AI polity's Opinion of you, by sending one or more Envoys to Improve Relations, or by giving them a gift (a one-sided trade deal), or borth.
