The optimal strategy is to get another colonisable race as quickly as possible; the Clone Army origin is best suited for rushing.
normal bio pops are in the "growth" slot and are "build" parallel.
So the robot assambly plant only becomes viable after your clone soldier pops are full.
my personal favorit is the 5 at 20, so you can recruit faster.
But the reanimator perk is gold too. undead army of super soldiers that replenish slightly after every planet fall.

No, for the reasons listed by Taloon. In addition to what they said, there's also the issue that robots are produced much slower than clones from Ancient Clone Vats, where if you bang five on your homeworld you can grow new pops quicker than you can build buildings and districts to employ them.
The utility of robots comes in once you either go beyond 5 planets (because you use robots to colonise the sixth and beyond planets) or once the 20 per clone vat are made in order to continue adding pops on those starting 1 to 5 worlds once they have gotten the clones they can have.
Then go Synth and have ALL pops you get, be turned into immortal robots.
