Changing a Federation member's vote
I just started a federation and i'm now trying to expand. However, one member of my federation votes no to every expansion i try to make. To make matters worse, every time they vote down the expansion the get -50 opinion for 25 years! (thats a long time!). It seems there are little or no options in terms of changing their minds on this.

Any ideas or is there anything i'm missing?

Not really - Only way is to invite more members and override their vote. (Or make it President decides, so they only get the malus, but can't force you)

The diplo malus is temporary.

I've got the same thing. I invited 3 different nation's. Each voted against inviting another like minded ethic. Quite a few years between and envoys to sweeten the deal. Nothing has seemed to help that. Maybe it is my ethics but I have no option to have more power than an equal vote as president or leader of the 2 nation federation.

Should be noted that if the following two conditions are true you can outvote them even without the president decides law:
1. You have a lot more diplomatic weight then the other members .
2. They agree to change voting to "diplomatic" so that your diplomatic weight decides how much of a say you have in future votes.

In in a 3 empire federation and i can decide whatever i want for laws since my diplomatic weight is higher then both of the other empires combined.
