Even the 'immortal' mechanicals can die. Every decade, there's a low chance of some leader in office, dying of (fill in random reason). It's ONLY those who are actually in office/commanding/leading/whatever, not those in the ready roster.

Technically, there's a way around it, but it involves pausing the game before the new decade ticks over, removing EVERYONE from their positions, unpause until Jan 2, put everybody back to work. Even then, the president/emperor/Grand Poobah is still 'working'... sucks to be him.
