Report a translation problem
As far a I know it it doesn't kill any people but causes the population of the primitive world suspect they are being watched and hate you.
Well, I have no idea which one of my envoys that would be because I have both of them out spying on different nations. I have an event title and the option to "leave them" or "recall and retrain" them.
The even isn't even listed on the Stellaris wiki and the Patch notes from April 15, this year, say this very bug was fixed. Uh, my thinks the game disagrees profusely.
Alternatively, you can just invade the planet. XD

Something about him getting too used to the Xeno culture, he's advocating your empire towards. Which if kept there, would undermine his ability as an envoy.
