IIRC it works so that only psionic species in your empire gain a random trait.
Example your only psionic "master species" getting the Repugnant trait, and you don't have gene points to remove it.

I'd say, pick up your nads and go for the End of the Cycle. Either conquer the galaxy within 50 years, or win the game by being the last one standing by the end date after The Reckoning mopped them up. It's not ideal, but it is very funny.
Yes but go full Transcendence and every leader is good, its just their levels. Whispers is also good if you already have a lot of leader lifespan, for example if your species is Venerable. But I've found that an "expendable Psionic Leaders" build can work pretty well if comboed with Whispers.
