Can't postulate for Galactic Market
I joined the Galactic community fairly late (2270) and the proposition to form the galactic market had already been passed before I joined, thing is, I thought that the market had been established but no, about a year after I join the GC an event pops out telling me that the galactic market has been established in another empire's capital, I say well how bad, imma just reload an earlier save and postulate my capital (which had around 127 trade value) and gain the galactic market, I reload the save but to my surprise I don't have the decision to postulate a planet, anybody knows how to fix this if possible?

EDIT: I do know I can later relocate it, it is just that I don't like having to spend both influence as well as the Upgrade nominations fee

After the resolution to form the galactic market has been passed it takes 5 years for it to be established. You are simply too late and it would seem that only empires who were present when the resolution passed are able to nominate any of their planets.
