So it kind of fixed itself / seems intended and not a bug.
I was just irritated that we were in a Federation and thus I had "sensor link" and the systems still showed as greyed out on the galaxy map, when I had the intuition that they should be "known". This wasn't the case in earlier versions of the game. - And as it turns out, I needed 100% Intel with them (which automatically happened at Federation level 2).
The game has changed quite a bit, and I'm still adapting.
(While not necessary a related issue: maybe I don't want to claim systems blindly, but only the good ones...).
I don't think you actually get more information of what resources a regular system has.
I think the last few percent of intel are only about what exactly is built on planets.
