psyonic offers to the ruler spot +0.5 influence
plus 5% stability for governors, +10% research to scientists, a hefty +10% damage and 15% evasion to admirals that have it.
Cyborgs main bonus is that you have greater habitability on harsh worlds. That is the pops. For leaders you get an additional 5% minerals from jobs if governor, +5% research for scientists, admirals get another +5% to fire rate,
If both the psyonic trait and cyborg trait were combined on any leader, other than maybe the generals as those aren't that useful inherently, the bonuses stack together. A 5% increase even is not small when it scales over a large fleet for example.
If the op is stating you could have both on one leader (I wasn't playing at that point), the bonuses I no doubt think would have been worth swapping between religious and materialist ethics to get those leaders.
I also want to note that direct opposite ethics swap is the easiest If only one point in as it will skip over the center to the other side preserving your other one or two empire ethics.

Edit: Looks like they kept the trait when I went synth ascension too. I'm not going to get any new psychic pops, but you can apparently bank a full spread of immortal psychic scientists before ascending.

Indeed. Only way to get it as a Leader is with Console Commands.
Probably due to some outdated mods you are using.
IIRC the ability to get both cyborg/synth+psychic leader traits was removed in patch 3.02 or something
