Is there any way to increase the number of Envoys we have? Some research, maybe? I'm building a spy network and I'm also researching a new contact. Both are taken and I've just run into a new species. Would be nice to have three. Thanks again.
Some techs, and a one-only building later on. A handful is normal later on.
