You can, In the options for hegemony, there are different categories for becoming the leader, either "Challenge" which believe you need to do an event of some type, or "strongest" where having higher eco, diplo weight, tech level or fleet power (a specific one chosen by the leader) makes you become leader.

I'm not entirely sure if there is something blocking hive minds specifically from achieving that, but in general it is possible to usurp control.
It does look like hive minds can't complete in an "arena combat" challenge, so if the succession method is that specific method, you'll be out of luck.
I was invited into one by the AI, and it had strongest diplomatic weight as the option, I don't know how the AI chooses what to set it too.

yeah hives will fail arena and psychic challenges because they don't meet the requirements to participate. Other then those types of succession your able to compete for leadership. But being not the ruler is pretty good, +% job production as the federation bonus, so if you can hold your own in military, incase you need to force your way out later, its worth.

Just to be clearer about what he means.
Hegemonies are generally more beneficial for the non-leaders, except for the fact that you can't chose your wars, so even if you can't get control, it's not a bad federation to be in.
Just be ready to take control, or leave if there are bad wars, or if there is a war you really want to have, and the federation isn't interested.

Can i ask you what happens if i breach a law?

i really wanna kill that tiyanki

If a member of the Galactic Community breaches the Galactic Law all other members will lose opinion towards the breaching empire. In addition, as long as an empire is in breach of Galactic Law it will be affected by passed Sanction resolutions.
you also have to pay with energy(5k?) for killing the Matriarch

ye i payed a few energy but in the end it was ok i managed fine with breaking the law XD

yeah breaching galactic law is pretty inconsequential most of the time, even with all the sanctions at max.
If all sanctions are at max you get:
-30% admin cap. Oh noes more repeatable/bureaucrats.
15% research speed. Oh dear you canceled out a tradition opener, and 1 tech.
+30% market fee. this kinda actually hurts, if your intentionally playing a super lopsided econ for some reason.
-30% fleet cap. Again repeatables/more anchorages/soldiers/coordination center mega
-60% diplo weight in econ, fleet, and tech categories. This would be an issue if for the fact that there are blanket diplo weight bonuses, so long as a category isn't at 0% you can leverage it back with global bonus, oh and that pop diplo weight is untouched. And that's ignoring that the sanctions can be counter balanced by teir 3 GC laws.
And lastly the only one that has real teeth imo: +75% influence cost. Blanket cost hike and huge at that. There is almost always something influence can do for you. And not really any means to counter it
