I'm not sure if you can change your ethics through this mean though.
Perhpas then, try to support your xenophobic faction and suppress the xenophile faction (but this costs influence income).
you can then spend 500 influence to embrace the faction which adds xenophobe to your government ethics (or shifts xenophobe to fanatic if you already had normal xenophobia)
you also lose the one ethic point in one of your existing ethics. if you were xenophile before, you'd automatically lose xenophile by going xenophobe regardless of faction support values. otherwise you'd lose the ethic with the weakest support.
in your case you'd demote fan spiritual to normal spiritual or lose militarist - depending on which of the two has more support.
