As for actually shifting support for a resolution (for example, increasing the "weak" support to something stronger), that isn't something that you can do. The reason is that what you are seeing there is a reflection of how much support (in terms of votes) there is for the resolution, and changing the minds of the leaders of other empires isn't something that you can do. The closest you can come is to change their circumstances and in doing so change their opinions. For example, an empire might oppose granting you a permanent council seat because it does not benefit them in any way, but if you were able to vassalize that empire and then improve your relationship with them to the point that they like being your vassal, then they might support your attempt to gain a permanent seat because they see that as making their own position indirectly stronger. The same might hold for allies, or federation members, or empires with which you have extremely positive relations.
In other words, while it is far from guaranteed, the way to improve support for your resolution is to make as many empires as possible like you.

By the way, you don't necessarily need a permanent council seat in order to dominate it. All you really need is to have your diplomatic weight so high that even if all of the other members vote against you your measure will still win. Then you can vote in anything you want, including removing the other members or granting yourself a permanent seat (although at that point it will be pointless).
So, make yourself the No.1 in those rather primitive game politics and everyone else will fall in line. It kind of makes sense, nobody would want to piss off the guy which the biggest, highly advanced fleet in the galaxy.
