How do I get culture workers?

This may just be a building I've not unlocked yet but is there something specific you need to get culture workers in your empire?

Hmmm I had priests on that world but couldn't select the option I'll have to take another look.

What option? If you're a spiritualist, you cannot get Culture Workers, you get Priests instead.

The option to use a relic option (laptops in the shop so cant check) but it required a planetary decision to use a relic option (display in museum I think). However even on my planets with priests I couldn't pick it.

That's not available to spiritualists since, as stated, you have Priests, but the decision boosts (and requires) Culture Workers.

As far as I know, there is no replacement option for Spiritualists.

Spiritualists can get culture workers. Ministry of culture and ecumenopolis.
