What's the point of the alloy foundry and civilian industry?
Is the one or two extra jobs really that important? Am I expected to build one on every planet to get a small boost in production? Do the upgraded versions do anything special or is it just a few more jobs for the building?

Do they? I might have to double check to be sure, but I didn't notice anything like that happening and the tooltip certainly doesn't imply it.

That part was changed in 3.0.3. Instead of adding more jobs per district they add a fixed amount of jobs (just 2) and the upgraded tiers increase the output of each job.

Frankly, they should take the 'switch job x to job y' effect out of the planet designations and attach it to the foundry/civ industry building. You can only have one or the other now anyways, so it makes sense, and opens the planet designations so players can choose to pick foundry/industry to add a production bonus or choose something else for a different bonus.

You can build both now.

Ye, you can build both now in case you actually don't want one of the designations and so can have the output bonus for both jobs while having it as a refinery planet or something.

Aye, and also useful for the capital since that's probably the first planet with significant industry anyway.

I don't get in the first place why you have to build districts that produce both. Two different districts, "light industry" and "heavy industry", all set.
