Behemoth Planet Craft

I have already built two behemoth planet crafts. I need to build one more, but the option is no longer there. Can any help me with this issue?

Edit: That is no longer my issue. I found out you can only have one at a time but I need two to make the Stellar system craft. So my question now is, how do I have two at a time so that I can make the system craft?

Edit 2: I found out that I can find and restore ruined planet crafts so I can get two at a time that way but is there a way that I can build two at a time because the infinite setting doesn't seem to be working.

Edit 3: As I said in edit 2, the infinite setting wasn't working. I put the setting on three and was able to build four Behemoth planet crafts. So, obviously there is a glitch with the infinite setting but I haven't tested that on anything else. Just that one craft.
