Ring Galaxy is preventing certain spawnings.
Sometimes a Marauder wouldn't spawn and sometimes it was an FE instead. I couldn't figure out why but it turns out the Ring galaxy shape itself is somehow preventing them.

Right I'm messing around with a 200 star size and the only inhabitants are suppose to be myself, 1 Advanced AI, 1 regular AI and 1 FE. There's still plenty of room but the FE refused to spawn 3 times in a row. I switched to Elliptical with the same size and the FE spawned 3 times in a row as it was suppose to. Increasing the size to 400 did make the FE spawn in the Ring shape but that won't matter if I add a few more empires in. This shouldn't be happening with so much space still available even on the smallest size.

they need a certain amount of space, if they can't get it they don't spawn. same thing can happen if you have too many empires

There was plenty of unoccupied space though.

They also cannot be too close to the galactic edge, Most of a ring galaxy at 200 stars is too close to that edge.

Now why would that be a rule?
It was to fix something iirc, was mentioned in an update a while back. Might had something to do with boxing players in at the edge or insta stomping the crisis fleets.
