Auxiliary Fire Control?
What is this crappy piece of junk?

It says "Chance to hit +5", but I dont see that in the stats. Damage, speed, and evasion all go down by a slight amount.

Is there some hidden stat I am not aware of, or is this Hammer tech?

It's an accuracy buff.
The reason those go down slightly is because of the bonus from having excess power, which is going down because you're using some of it.

So, net effect is still bad?

Do you need to have your ship way overpowered to see a net benefit?

No, the net effect isn't bad, it allows you to hit evasive stuff more easily.
Against stuff like starbases which have no evasion? Sure, you're losing a slight speed, evasion, and damage buff from excess power for no gain.
But against corvettes it helps.

Net effect has nothing to do with it. The ship designer is just another half-baked feature that does a poor job of displaying ship stats. Accuracy is one of several things that are not factored in, and require you to do relevant math yourself, if you want to estimate its effect.

Hm. I have trust issues not seeing the change in the displayed accuracy of the weapon.

The accuracy rolls in combat are:
base weapon accuracy - MAX(Evasion - tracking, 0) + bonus accuracy

Most weapons have base accuracies that are less than 100, so most will benefit (missiles, disruptors and arc emitters are the exceptions) and get a DPS increase just from the presence of the auxiliary fire control.
