Meritocracy/Technocracy
I feel like if you take these two civics your leader should automatically be chosen from those with the highest science scores.

There should be no popular vote.

I think it's a choice as to which leader traits are best suited for your current needs.
Not all leaders have the same traits, after all.
And everyone has had leaders with traits that are completely not useful.

If anything, it should wave most of the influence cost of choosing a leader.

Just the higher level leaders though, if its a true technocracy, thats all who should be President.
