Is Assimilator Better than Exterminator?
1. You can min-max with two races instead of one.
2. You can turn the conquered pops into workers. DE eliminates them.
3. You can do diplomacy.
4. Similar to DE, Assimilators don't need to manage claims in war.

Only advantage is DE has better ships, but Assimilators can do diplomacy and have stronger econ, meaning they can get more ships and fight only one front at a time. Also, in ringworld starts Assimilators start with an extra segment.

I am confused. I thought Devouring Swarm is stronger than Exterminator?

Oh hey, I remember you. Basically Determined Exterminators are the dwarfs of robot empire options, an outright downgrade to basic robot unless you're playing on easier difficulties. I'd call regular robots perhaps the best option as you have full diplomacy without penalty from the start, no food upkeep to worry about at all so you can full focus on important stuff like producing large quantities of strategic goods to trade deal away in early game for quick cheap alloys and mid game for menial resources so you can max out manufacturing boosts and jobs.

At some point you'll also also gain access to the galactic market, and you should have a good amount of energy credits available, and from there you can go to the slave market and purchase up the entire galaxy's supply and send them to exactly ONE(1) planet set to purge, keep adding more to the planet faster than they get purged, hit critical mass and watch as you've placed half the galaxy onto a single habitat producing more power than a dyson sphere. Also slap all your coordinators onto that planet too for the stability boosts once you use minor artifacts to keep it nice and efficient.

DE cannot purge with nearly the level of economic benefits and consistency to sustain this type of thing at this scale and turning the pops into cyborgs really isn't required as it doesn't really get to outputting the same level of yield in as short a time.
