Im not sure that its so much a bug but rather a how to say...
"Unforseen player choice" not taken accout by the developers.
Because i recall doing the same thing in one of my early games in which i found a tomb world in the sol system and gained a pre-sentient species of radiated roaches in my empire.
I colonized the tomb world with a robot pop and started to spread the pre-sentient pops around every tomb world i could find for the lols. However the returns in science and energy worked by them was garbage so i didnt do it again.
However i could be wrong and probably reading your description wrong.
Actually i believe the AI did something i just discovered how to do in a recent game.
The AI either Uplifted a Pre-sentient Species (Those planets with pops that have the (earthbound ,starbound, on them) Along with No actual traits.
Or if they have the slave ethos then they just invaded a pre-space civ and started spreading them around via colony ships.
