For defense I think starbases should work, as long as you have FTL inhibitors. Otherwise the enemy fleets can bypass your starbases, unless they happen to pass close enough to start a fight anyway, then I don't think they can get past. I've been using starbases that way, but so far haven't really had a war to use them in.
later on you'll need a fleet to back it up but a station can provide quite a boost that allows smaller fleets to hold a chokepoint
