It's a bit of a stretch but at least pops having to consume more food and consumer goods while producing less even though they live in a virtual paradise makes more sense that way.
It's not early game, but after you have conquered some enemy's plannets they are worth it as you can move the new population to your already colonized planets. Which means you wil get more and more use of the benefits of being a rogue servitor as you'll be able to "serve" each planet class in the end.
Also,. keep in mind that the moment you get an alien planet after a peace treay you need to build those sanctuaries at those new planets as well.
