Guardian of the galaxy
The guardian of the galaxy event can happen even if the targeted FE is at war.
I was fighting the xenophile, ad destroyed all is fleet and he awakened, spawning 450k.

What is your reasoning for fighting FE?
They are there to protect the galaxy so why attack them?

They still died to a million fleet power and a word cracker, but the unbiden killed half the galaxy.
